Who handles what in Irvine
Irvine is simpler than most of Orange County: one district runs the water, the sewer and the recycled water. The City of Irvine handles plumbing permits.
| Service | Provider | When to call them |
|---|---|---|
| Drinking water | Irvine Ranch Water District. | A leak at the meter or in the street. |
| Sewer collection | Irvine Ranch Water District. | Several homes backing up, or a public manhole spill. |
| Recycled water | Irvine Ranch Water District. | Problems on purple irrigation lines. |
| Natural gas | SoCalGas. | Any gas smell, from outside, at 1-800-427-2200. |
| Plumbing permits | City of Irvine. | Water heaters, repipes and sewer repairs. |
IRWD was formed in 1961 and covers about 181 square miles, all of Irvine plus parts of neighboring cities. Everything on your side of the meter and your own sewer lateral is a job for a plumber.
Purple pipes: the recycled water rule
Much of Irvine's landscape irrigation runs on recycled water from IRWD, carried in purple pipe and marked with purple valve boxes and sprinkler heads. It is treated for irrigation and other approved uses, not for drinking.
That matters on plumbing jobs. A recycled water line must never be connected to a home's drinking water piping, and any work near one needs care so the two systems stay separate. If a purple line is leaking in a common area or along a street, the HOA or IRWD handles it. If a drinking water line is leaking beside it, that line is on your side and ours to fix.
Never use a hose bib or valve marked as recycled water for drinking, filling a pool or washing food.
Leak or Burst Pipe in an Irvine Home? Steps Before We Arrive
Find the house shutoff.
Many Irvine tract homes have the main valve near the garage or on the side of the house where the line enters. In condos, the unit valve is often in a utility closet or by the water heater.
Cut power to wet areas.
Switch off breakers for rooms where water reaches outlets or appliances, as long as the panel itself is dry.
Tell the HOA early.
If water is crossing into a neighbor's unit or a common area, call the association's emergency number while you wait.
Call the 24/7 line.
Call (714) 750-8637 with your village, street and ZIP, and what you shut off.
Irvine villages and what to check first
Irvine was built village by village, so the age of the plumbing follows the age of the village.
| Village or area | Typical housing | Check first |
|---|---|---|
| University Park and Turtle Rock | Among the city's earliest villages. | Water heaters, supply lines, sewer laterals. |
| Woodbridge and Northwood | Large tracts built from the mid-1970s on. | Slab leaks and aging copper. |
| Westpark and Oak Creek | 1980s and 1990s homes and condos. | Water heaters and fixture valves. |
| Great Park neighborhoods and Portola Springs | Recent construction. | Builder warranty first, then PEX and manifold fixes. |
| Irvine Business Complex near the airport | Offices, mid-rises and apartments. | Risers, backflow and commercial leaks. |
Condos, HOAs and newer homes
A large share of Irvine homes sit inside homeowner associations. Before any work in a condo or townhome, check whether the leaking line belongs to your unit or the association, since the governing documents decide who pays.
Newer homes in the Great Park and Portola Springs areas often use PEX supply lines with a manifold and tankless water heaters. If the home is still under a builder warranty, call the builder first for covered defects. For an active leak at night, stop the water and call us, then sort out the warranty in the morning.
Older Woodbridge and Northwood homes on slabs are the likeliest to need slab leak work or a whole-house repipe.
Irvine ZIP codes on our route
Irvine's street ZIPs start at our border. 92612 and 92614 around UC Irvine, the Irvine Business Complex and the airport area are minutes from Costa Mesa. Leak calls and water heater replacements there are quick. 92606 around the civic center and 92618 near the Spectrum and the Great Park follow, then 92602, 92603, 92604 and 92620 on the north and east sides.
To the south, Irvine runs into Newport Beach and Newport Coast. To the north, the city borders Santa Ana and Tustin, which we reach the same way.
What affects the price in Irvine
| Factor | Why it matters |
|---|---|
| HOA and access | Gate codes, parking rules and shared walls can add time. |
| Leak location | Slab and in-wall leaks take detection before repair. |
| Water heater type | Tankless units cost more to service and replace than tanks. |
| Permits | Water heater, repipe and sewer work needs a City of Irvine permit. |
| Timing | Night and weekend calls usually cost more. |
Insurance note: in a condo, your HO-6 policy and the association's master policy may split the cost of water damage. Report leaks early.
